             Results of traffic accident analysis and accident scene safety investigations

             of accidents involving fire engines and ambulances in Taiwan

           一、前言

                消防車、救護車在執行出勤救災救護等任務時,甚至在返隊途中發生車禍,相較於火場死亡而
           言,車禍案件亦為一件相當重要的課題。

                我國消防人員殉職原因類型,包括爆炸及爆燃閃燃、交通事故、坍塌、空氣瓶耗盡、嗆昏、高
           壓電、墜落等(註 1),其中自民國 41 年至 104 年 2 月止, 114 名殉職的消防人員中,因交通事故
           死亡共有 24 件,高達 21%。此問題並非僅出現於國內,其實美國也有相似的問題存在,根據“Multi-

           Discipline Response and Roadway Safety” 內容提及過去造成消防員死亡的第二大因素為車禍,又消防
           員因車禍受傷案件中,以與一般車輛相撞佔最高比例、其次是消防車側翻。另參考臺北市政府消防局
           車輛(2007 ~ 2012.06)發生 137 件車禍,其中 95 件、約 7 成車禍,是在緊急勤務時刻發生(註 2)。



            As well as facing danger at the scene of disasters and accident, fire engines and ambulances also face risk of
            traffic accidents when on the way to and from the scene.

            The causes of firefighter death on duty in Taiwan include explosion and flashover, traffic accident, land
            collapse, oxygen tank exhaustion, smoke inhalation, high voltage electricity and falling. From 1952 to
            February, 2015, of the 114 firefighters who have been killed on duty, 24 were killed in traffic accidents,
            accounting for 21% of the total. This problem is not limited to Taiwan, the US has a similar problem. “Multi-
            Discipline Response and Roadway Safety” says that the second main cause of firefighter death has been
            traffic accident;also, of the firefighters injured in traffic accidents,  the highest proportion were injured in fire
            engine collisions with ordinary vehicles, with the second highest fire engine overturning. Taipei City Fire
            Department vehicles were involved in 137 traffic accidents (2007-June, 2012), with 95 cases, around 70%,
            occurring during emergency call-outs.
