前言 109 級 高 年 技 護 救 員 術 育 教 續 繼

依「救護技術員管理辦法」第 7 條規定，高級救護員（EMT-P）每年需達 24 小時以上，3 年累
計達 96 小時以上之繼續教育，完成該級別救護員證書效期之展延，並報中央衛生主管機關備查。為

維持到院前緊急救護品質，新北市政府消防局每年辦理高級救護員（EMT-P）繼續教育，除熟稔救護
技能，亦可獲取醫療新知。於 109 年 9 月至 12 月間，在本局緊急救護訓練中心，共計辦理 8 梯次，
每梯次課程為期 2 天，完成 483 位高級救護員年度繼續教育課堂課程。本次課程由台北市立萬芳醫
院劉英國醫師為總召，集合多位新北市政府消防局醫療指導醫師、局內資深救護教官聯合授課，共同

為緊急救護教學品質把關。

To maintain the quality of emergency care, every year New Taipei City Fire Department
provides continuing education for senior EMTs (EMT-P) to sharpen their first-aid skills
and help them acquire new medical knowledge. It is also by law that EMT-P must receive
training up to 24 hours a year and over 96 hours in three years so as to extend the
validity of their certificates. This will be reported to the Ministry of Health and Welfare for
reference. Consequently, from September to December in 2020, there have been eight
sessions of continuing education held in our Emergency Care Training Center, each lasting
two days. In total, 483 EMT-P have completed the course. The lead teacher of this course
was Dr. Liu, Yinguo from Taipei Wanfang Hospital, who invited several medical instructors
and EMT-P from the New Taipei City Fire Department to teach the course jointly, in the
hope of providing the best emergency care teaching.

為何要做 HP-CPR 較於此，HP-CPR 著重於測量成員 CPR 的表現，

劉英國醫師在第一堂課上，先以心肺復甦
於 2020 年 CPR 與 ECC 準則中提出，建議使用
的科學基礎為引言，再依次將 HP-CPR 的五項
操作重點：快快壓（Rate 100-120 bpm）、用 即時視聽回饋裝置，以維持 CPR 品質。在教育
訓練時，使用可測量的電子安妮以及電子紀錄
力壓（Depth 5-6 cm）、胸回彈（Total chest
recoil）、 勿 中 斷（CCF>80%）、 適 度 通 氣 進行訓練，給予操作者回饋，提出改善方向，
（Adequate ventilation）等項目，以研究數據 以提供再次教育訓練。因此，不管每個地方的
說明執行 HP-CPR 的重要性。 流程為何，追求高品質的表現才是 HP-CPR 的
目標。
