探討高角度救援訓練規劃

一、前言
新北市各主要行政區有著一項共同特性-地狹人綢,其中以永和區每平方公里人口數達 3 萬 9,423
人最為稠密,建築物在水平方面受限土地面積不足而轉向垂直方面發展,為容納更多人數導致高樓
越蓋越高,筆者曾於 102 年至紐約市消防局(F.D.N.Y.)實習高樓火災搶救戰術,當時即注意到該局於
消防員消防褲內附有座位式吊帶,可運用於高角度救援作業,與國內各縣市消防局現有消防褲截然
不同,然而國內高角度救援訓練方興未艾,本文將以亞洲地區較具規模之香港消防處高空拯救專隊
(H.A.R.T.)為例進行分享。
The main districts of New Taipei City share the common characteristic of being crowded, with Yonghe and
Zhonghe districts having the highest population density of 39,423 people per square kilometer. With limited
spaces on the ground, the buildings have developed upwards and are becoming higher and higher to hold
more people. The author visited the Fire Department of New York in 2013 and received tall building fire
rescue training. I noticed then that there was a pull out sling in the inside of the trousers worn by the FDNY
firefighters that could be used in high angle rescue, very different to the trousers worn by firefighters in
Taiwan. High angle rescue training is in its early stages in Taiwan. I will share the example of Hong Kong’s
High Angle Rescue Team, one of the largest such units in Asia.
