「緊急災害通報專用無線電

系統」介紹

The introduction of the emergency and disaster reporting dedicated

wireless communication system

一、計畫緣起

（一）鑒於莫拉克風災發生偏遠山區災情通報困難（市話、大哥大中斷或雍塞）之情形，致無法
第一時間了解災區狀況，造成各級災害應變中心與村（里）長間無法協調聯繫，或類似 921 地震之大
規模災害，更導致 119 報案電話線路中斷或交換機房損壞而無法及時通報相關災情。

（二）行政院遂於 100 年 1 月 7 日召開「緊急、災害通報專用無線電通訊系統」建置研商會議，
針對偏遠地區鄉（鎮、市、區）災害應變中心與該轄村（里）長間建立緊急防救災無線電系統。會議
決議第 1 階段建置試辦機關為高雄市（那瑪夏區、茂林區、桃源區）、臺中市（和平區）、南投縣
（國姓鄉、仁愛鄉、信義鄉）、臺東縣（卑南鄉、東河鄉）、宜蘭縣（大同鄉）、新竹縣（尖石鄉）

等 11 處（如表 1）。

(One) Regarding the communication difficulties (local telephone line and mobile phone service suspension
or congestion)Typhoon Morakot produced in remote mountain areas, which resulted in an inability to obtain
immediate information regarding the situation in the affected areas and a resultant failure to coordinate
between disaster relief centers and villages. In large-scale disasters produced by an incident like the 921
earthquake, if the disaster reporting 119 hotline is cut or switchroom damage occurs, it becomes impossible
to report disaster-related information promptly.
(Two) On 7th January 2011, the Executive Yuan thus held a conference to discuss establishment of an
emergency and disaster reporting dedicated wireless communication system, designed to tackle the
establishment of an emergency wireless system to connect remote regions (townships, cities, regions) disaster
response centers with the villages in their jurisdiction. The conference resolved that the first pilot area would
be the following 11 areas: Kaohsiung City (Namaxia, Maolin and Taoyuan Townships), Taichung City (Heping
Township, Nantou County (Guoxing, Ren’an and Hsinyi Townships), Taitung County (Peinan, Donghe
Townships), Yilan County (Datong Township), Hsinchu County (see figure 1).
