前言

104 年 6 月 27 日晚間 8 時 30 分許，新北市八里區八仙水上樂園舉辦彩色派對活動，噴灑彩色粉
末（玉米粉），發生粉塵暴燃，造成參加活動的 499 位民眾燒燙傷之重大事故，社會關注焦點除燒燙
傷民眾之醫療救助外，也衍生出國內大型活動安全管理之相關問題。由於人民生活水準提高，民眾對

於文教藝術、體育競技、育樂休閒、慈善公益、選舉造勢、宗教及民俗節慶等活動之參與日漸頻繁，
為避免日後發生因場地、建築物、使用器材不當，或因活動動線、推擠、交通及秩序混亂，造成人員
傷亡情形，各級政府實有必要訂定大型群聚活動之安全管理維護法令，對於活動的主辦單位、協辦單
位及活動場地（建築物、環境、消防、衛生、器材等）的安全評估及防災計畫，交通維護及緊急疏散

（特殊狀況）應變計畫等，做事前審查及活動現場的安全管理，以維護公共安全。

At 8.30 pm on the evening of June 27, 2015, during a color party held at Formosa Fun Coast in Bali District,
New Taipei City, the colored powder （corn powder） that was being sprayed exploded, leaving more
than 500 people with burn injuries. As living standards have risen in Taiwan, people are participating more
frequently all the time in culture and art, sport, leisure and recreation, public benefit, election campaign,
religious and folk festival activities. To prevent future injury and death caused by venue, buildings,
inappropriate use of equipment or caused by loss of traffic or crowd control, it is necessary for every level
of government to set regulations on the safety management of mass-gathering events and, with respect to
the organizer’s and event venue’s （building, environment, fire prevention, hygiene and equipment etc）
safety assessment and disaster prevention plan and traffic maintenance and emergency dispersal （special
situation） response plan, carry out advance review and event venue onsite safety management to protect
public safety.
