壹、前言

臺中市轄內含山、海、屯及都心區等多樣地形及災害潛勢，除了有都會型高樓層搶救、山、水域
救援外，更具幼獅、大里、臺中及關連等工業區危害性化學品與毒性化學物質災害之高風險場所，使
臺中市政府消防局同仁所面臨之考驗更顯艱鉅，為強化臺中市政府消防局外勤同仁救災安全，除了規

劃中長程逐年汰換各式裝備器材外，更爭取預算採購各類新式消防救災裝備器材，但是於採購後，如
何維持裝備器材最佳救災狀態更是一項刻不容緩的課程。

The variegated terrain and disaster potentials of the mountains, sea, village and city areas under the
jurisdiction of Taichung, aside from the difficulty of rescues from multi-story city center buildings or
mountain and sea areas, also have a high risk of hazardous and toxic chemical disasters in the industrial areas
of Youshi, Tali and Taichung and related areas. Thus the challenge faced by colleagues in Taichung City
Fire Department is especially tough. To improve the safety of field personnel from the Taichung City Fire
Department, in addition the long-term planned gradual year-on-year replacement of equipment, we are also
attempting to secure budget to purchase the latest models of firefighting and rescue equipment. However,
how to maintain equipment in optimal condition after purchase is an issue that will brook no delay.
