美國消防機關熱顯像儀
使用規範之初探
Preliminary discussion of thermal imager usage standards of US fire
departmen

前言
西元 1950 年至 1960 年間,熱顯像儀的使用範圍大多為空中監測、武器瞄準及海軍艦艇偵搜等軍
事用途,1980年後開始大量使用於消防、警察及工業用途,包括工業儀器溫度測量、火場找尋起火點、
山域搜索、警察追捕逃犯等。由於熱顯像儀的種類繁多,美國火場專用的熱顯像儀主要以 NFPA1801
規範為標準,此類等級的熱顯像儀目前仍屬管制品,價格約為新臺幣 20 ~ 40 萬元不等。
民國 104 年 1 月桃園市新屋區鐵皮構造保齡球館發生大火,6 名消防員疑似閃爆燃後,未能及時
找到火場出口而殉職,於是,社會各界掀起購置及捐贈熱顯像儀行動,然而,這項先進科技設備在國
內尚未普遍,因此,對於熱顯像儀的採購標準、教育訓練、標準作業流程、檢查保養等事宜,尚待補
充相關文件以供參考;本文將透過文獻探討的方式,蒐集國內外對於熱顯像儀所訂定的相關規定,研
擬一套有效管理熱顯像儀的作業方法,盼能做為各消防機關訂定所屬熱顯像儀規範的參考;並期望未
來各消防機關在不斷累積熱顯像儀操作經驗下,可進行更深入地實證性研究。
In the 1950s and 1960, the usage of thermal imagers was mostly limited to aerial surveillance, weapon aiming and navy
ship reconnaissance; Since 1980s thermal imager being widely used in firefighting, police work and industry including
temperature measurement of industrial instrument, seeking ignition spot,mountain search and rescue and police
chasingafter suspects. As there are a various kind of thermal imagers, the thermal imager used in U.S. fire scene shall
follow the principle of NFPA1801standards. This type of imager is under restriction , price ranging from NTD200,000-
400,000.
A major fire broke out in a metal sheet bowling alley A blaze occurred at a bowling alley located in Taoyuan's Xinwu
District in January, 2015. Six firefighters perished in the line of duty as they were unable to find the exit in time when
burst of flames erupted. Therefore, the whole society started a trend to raise the awareness for the purchase and donation
of the thermal imagers to fire bureaus. However, this high tech equipment is not widely used in Taiwan hence purchase
standards, education and training, standard operating procedure and inspection and maintenance of thermal imagers
require additional documents as reference. This paper will analyze through the measure of literature review, also collect
related thermal imager regulations in Taiwan and overseas,as well as to formulate a set of effective operating procedures
for the management of thermal imagers., The goal of this procedure is to present as an example for fire departments
making their own draft thermal imager standards. Hoping that in the future, as fire departments have accumulated
enough experience operating thermal imager , more in-depth empirical research will be carried out.
