消防機關對於「列管場所」之議題，是否有一定之範圍或標準？以筆者從事消防安全檢
查多年經驗所知，目前消防機關實務上均認為並無一定範圍或標準。可是這種想法個人認為

相當不妥，因執法人員並不知執法依據為何而為依法行政，好比汽車駕駛人會開車卻不知交

通規則為何，若貿然開車上路很有可能撞傷人又有可能傷了自己。

Do fire departments of different counties and cities have a specific
range and standard for “classification of places”? According to my
experience as a fire safety inspector for many years, currently, fire
departments of different counties and cities do not have a specific range
and standard for “classification of places”. However, I don’t think this
situation a good one. That law enforcement officers of fire departments

enforce law without any specific range and standard is just like a driver
who can drive a car but has no idea about the traffic rules, would possible
hurt others and himself or herself when driving outside all of a sudden.
