Discussion & Analysis of Preventive Evacuation for People Living in
Namasha District and Chiasen District, Kaohsiung City

高雄縣市在正式合併後轄內共計有38個行政區、893里，不僅人口數為全臺第2，土地

幅員更位居第1，轄區包含山區、海邊跟平地等。而複合式災害發生的比率逐年升高，影響
層面廣大，平地遭逢淹水，山區部落則會面臨崩山、斷橋、路不通的困境，區間部落與部落

亦形成孤島中之小島，所以要如何保護民眾安危與生計是不容輕忽的主題。
After Kaohsiung City Government and Kaohsiung County Government merged,

the new Kaohsiung City Government has 38 administrative districts and 893

boroughs. On top of that, its population is No. 2 in Taiwan and the areas it covers is
No. 1 in Taiwan. The administrative areas contain mountains, beaches and the plain.

The happening rate of complex disasters becomes higher and higher year by year

with the plain being flooded, the people living in tribal villages being trapped when
mudslide happened, the bridge was ruined and the roads were inaccessible, which

led to separate tribal villages in the damage area becoming an islet of the lonely

island. How to safeguard people’s lives and works is an emergent issue to which

we should pay full attention.
