The Legislation Process of National Rescue Command Center and The
Current Dispatch Mechanism of Search & Rescue

壹、前言：

行政院國家搜救指揮中心係因89年「八掌溪事件」後，以臨時任務編組方式設立，雖負責重大災

害統籌指揮、調度政府搜救資源，執行各項緊急人命搜救任務，卻無法制定位。91年12月31日作業

幕僚由國防部轉移至內政部消防署，將搜救與防災體系相結合，更能有效地發揮整合各公部門立體救
援的功能。
