前言

隨著社會及工作環境變遷，以往傳統社會「樓上揪樓下，阿公揪阿爸」一起加入義消的場景漸趨

式微，由於消防救災工作具有較高風險性，在現今工商業社會，民眾為求學、就業求溫飽、拼生計，
參與意願逐年降低。縱觀近年全球氣候變遷詭譎多變，災害複雜化及鉅大化已成常態；又 108 年起開
放山林政策，山難事件層出不窮，面對如此巨大挑戰，政府資源有限，民力資源無窮，義消組織不僅
需要年輕化，也需要從原本協勤救火、救護，擴大到因應山域搜救、水域救援等各種災難救助，義消
組織「蛻變」刻不容緩。

With the changes in society and work environment, the scene of joining the volunteer
firefighter group together has nearly become a thing of the past. Fewer people are willing
to do so each year, as they are busy with their study and work in today's industrial and
commercial society, not to mention the fact that firefighting involves high risk. However,
as climate change has become more unpredictable in recent years, disasters have also
become more complicated and terrible. Worse yet, the reopening of the access to the
forest since 2019 has led to more mountain disasters. Faced with such an enormous
challenge, the volunteer firefighter group not only needs more young blood, but also has
to expand its services from firefighting and rescue to mountain search and rescue, water
rescue and other disaster relief. Without doubt, Manpower and resources from NGOs are
unlimited, compared with those from the government. Consequently, the transformation
of the volunteer firefighting group needs to start immediately.

為促義消組織邁向年輕、多元、專業化，消 放寬新進義消資格

防署自 106 年起首先修訂「義勇消防組織編組
105 年消防署重新檢視服勤辦法等相關法令
