救護案件統計分析及因應對策

EMS statistical analyses and countermeasures in Tainan city for
the past 6 years

壹、前言

105 年全國消防機關受理到院前緊急救護件數占平均勤務件數 87％以上 [ 註１]。因此，緊急救

護案件態樣統計分析，不僅可了解一個城市人民的救護趨勢、切身需求與未來期許等；長期看來，亦
是政府施政建構人民福祉的風向球與施力點。本文簡要探討 99 年 12 月 25 日後，臺南市合併升格以
來救護案件多種數據，並據以研擬相關對策，期以提升到院前緊急救護服務品質、確保市民生命及財
產安全，並對後續研究者提供些許助益。

Emergency Medical Service (EMS) ranks top for work-load of routine duty and accounted for an at least 87%
average work load in fire departments in Taiwan in 2016. Therefore, EMS data analysis in this study might
not only help us understand the “call for help” pattern of a city and essential needs of civilians, but also serve
as the basis for establishing city welfare policies. We provide a 6-year analysis of EMS in Tainan city after it
merged and upgraded to a special municipality ( 合併升格 ) on Dec. 25th, 2010. According to the collected
data, we’d like provide several countermeasures to promote EMS quality to guarantee that our citizens will be
safer in the future and provide some assistance to further related research.

這個現象透過民眾滿意度調查可顯露出幾點訊息

救護案件逐年遞增是普遍性趨勢，資料顯示 [ 註 2]：第一，到院前緊急救護體系為國人的迫
近來全國約以 5.86％的比例成長。臺南市（以下 切需求；其次，救護技術精進、確實與全年無休
簡稱：本市）自民國 99 年底縣、市合併升格以 的特性為人民的深切倚賴；第三，救護人員親切
來，救護案件約以 2.3 至 6.1％（如圖 1）、送醫 態度與細心照料最讓市民有深刻感動。
