Revised outline of 2015 INSARAG (International Search and Rescue

Advisory Group) Guidelines

前言

內政部消防署為執行國際人道救援任務，整合臺灣國際搜救隊伍救災技能、搜救器材應用及團
隊默契，於 100、101 年辦理國際人道救援輪值縣市組合訓練，共計 10 梯次，完訓 397 人次。我國

國際人道救援輪值縣市組合訓練內容係參考聯合國人道事務協調廳組織下國際搜索與救援諮詢小組
INTERNATIONAL SEARCH AND RESCUE ADVISORY GROUP （簡稱 INSARAG）於 2011 年所編定指導方針
（INSARAG Guidelines）編排訓練課程。

內政部消防署特種搜救隊辦理本（104）年度常年集中訓練實施城市搜救模擬演練，為強化國際
搜救團體合作與進行國際關懷與救助，扮演人道援助提供者之角色，特別參考 INSARAG Guidelines 於
今年 2 月 11 日修訂版本實施本次訓練。以下將 2015 年版 INSARAG Guidelines 修訂重點做為介紹，供

各縣市政府消防局搜救隊做為參考。

In order to fulfill their international humanitarian duty, the National Fire Agency, Ministry of the Interior integrated
with the Taiwan Search and Rescue Brigade, putting their search and rescue skills, equipment and team skills to use by
holding the 2011 and 2012 collaborative training in international humanitarian life-saving. 10 training sessions were
held, training a total of 397 people. These training sessions followed the training course set out by the 2011 INSARAG
Guidelines, published by the International Search and Rescue Advisory Group, part of the United Nations Office for the
Coordination of Humanitarian Affairs.

The National Fire Agency, Ministry of the Interior Special Search and Rescue Team held the 2015 annual urban search
and rescue drill, with the aim of improving cooperation with international search and rescue groups and our ability to
provide international care and relief. The role of care provider in the training made particular reference to the revised
version of the INSARAG Guidelines published on 11 February this year. The main points in the 2015 INSARAG
Guidelines are summarized below as a reference for all search and rescue teams in fire department across Taiwan's cities
and counties.
