天災人禍的發生總是令人措手不及，一旦錯過搶先救援的黃金時機，

往往造成重大且無法挽救的災害意外事故。所以，除了國家救援團隊運
用既有的專業知識與技術，於災害發生的第一時間搶救無辜生命外，事
先的減災整備才能降低意外災難發生造成之損害、保障國民生命安全。

藉此，內政部舉辦「2014 國際災害防救研討會」，特地跨國邀請法國、
加拿大、新加坡及日本的專家來分享與交流各國的災害防救經驗與救援
運作模式。藉由各國專家所提供的豐富資料，讓與會人員汲取所需資訊，
進而強化各級政府災害防救知能、降低各類災害風險、落實災害整備及
提升救災能力，並增進各國消防及災害防救領域瞭解與合作，共創彼此

相互合作交流分享契機。

Natural disasters always manage to catch people off guard. If rescuers miss their
primary opportunity, significant and irreparable loss is often the result. In addition
to the national rescue teams´use of existing expertise and technology to rescue
the lives of innocents in the first few hours after a disaster occurs, advanced disaster
preparedness is needed to reduce the damage caused by disasters and protect the
safety of citizens. The Ministry of the Interior´s 2014 International Conference
on Disaster Prevention and Protection has especially invited professional disaster
prevention experts from France, Canada, Singapore and Japan to share and exchange

disaster prevention and protection experience, as well as information on the different
kinds of rescue operations. The valuable information provided by disaster prevention
