            運用於醫院緊急狀況之探討




                             以前臺南署立新營醫院北門分院為例

               醫院是社會非常重要的醫療機構,攸關著大大小小的生命,任何耽擱或是意
            外都有可能影響一個生命。當發生災害時,瞬間有大量的病患產生,此時醫院
            將面臨醫療能源不足的挑戰,又或是醫院內部發生災害,如火災、停電或淹水

            等,除了醫療資源被破壞外,甚至威脅到院內病人的安全。101 年 10 月 23 日
            凌晨,發生在臺南市北門區行政院衛生署新營醫院北門院區(今衛生福利部新
            營醫院北門院區)的一起火災事故,總計造成 13 人死亡、48 人受傷,是臺灣

            醫療史上最嚴重的火警,如此慘痛的代價我們不願再承受,希望透由這次的案
            例能改善醫院緊急應變的問題。


               Hospitals are very important medical institutions in society.  Even
            the smallest delay or accident may affect a life. A fire will instantly
            produce a large number of patients. At this moment, the hospital
            will face challenges to their medical capacity.  Perhaps, the hospital
            might  even  experience  an  emergency  situation,  such  as  a  fire,
            power failure, or flood. In addition to destroying medical resources,
            these situations threaten the safety of all the hospital´s patients.
            In the early morning of October 23, 2012, there was a fire at North
            Gate District Department of Health´s Sinying Hospital in Tainan
            City, Taiwan (now the Ministry of Health and Welfare´s Sinying
            Hospital, North Gate District). A total of 13 people were killed
            and 48 people were injured. It was the most serious hospital fire in

            Taiwan´s history. We do not ever wish to bear such a painful cost
            again. Hopefully, issues regarding emergency response at hospitals
            might improve with this case. fire agencies (hereinafter referred to
            as fire agencies) to serve as a reference for future planning.
