           近年災害防救法修正及





           因應 0206 震災修法重點概述






             Summary of amendments to the Disaster Prevention and Response
             Act in recent years and key amendments in response to the

             February 6 earthquake.

           近     年臺灣遭遇不少天然災害衝擊,如 104 年上半年受氣候變遷影響,面臨嚴重旱災,然當颱風季
                 節時,如蘇迪勒颱風、杜鵑颱風卻又因強風豪雨,使新北市烏來區及桃園市復興區受創嚴重;
           105 年 2 月 6 日凌晨 3 點 57 分,高雄市美濃區發生芮式規模 6.4 地震,因地震導致的土壤液化,也造

           成臺南、高雄部分地區嚴重災情;除天然災害外,許多災害事件發生,如 103 年 7 月 31 日高雄氣爆
           事件、104 年 1 月 20 日桃園市新屋區保齡球館大火、104 年 2 月 4 日復興航空空難、104 年 6 月 27
           日新北市八仙樂園發生粉塵暴燃的重大事故等均震驚全國。當我們面對極端氣候及各種突發性災害事

           件的挑戰,需要政府與人民共同合作,以更積極謹慎的態度,運用各樣的宣導、教育、訓練等方式,
           熟稔災害防救相關法令規範,並落實推動各項災害防救工作,才能真正減少災害發生所帶來的衝擊。



            In recent years, Taiwan has been hit by quite a few natural disasters, such as the serious drought in the
            first half of 2015 under the effect of climate change, then the strong winds and heavy rains of typhoons
            Souledor and Dujuan that caused heavy damage to Wulai District in New Taipei City and Fuxing District
            in Taoyuan City.  At 3:57 am on February 6, 2016 Meinong District in Kaohsiung City was struck by a 6.4
            earth quake. Liquefaction caused by the earthquake case serious damage in Tainan and Kaohsiung cities.
            As well as natural disasters, there have also been many manmade accidents that have shocked the nation,
            such as the Kaohsiung gas explosion of July 31, 2014, the bowling alley fire at Xinwu District in Taoyuan
            City on January 20, 2015, the Transasia Air crash of February 4, 2015 and the powder explosion at Formosa
            Fun Coast on June 27, 2015. Facing the challenge of extreme weather and various sudden disasters, we
            need government and the people to cooperate and, with a more proactive attitude, to use various kinds of
            advocacy, education and training to familiarize everyone with disaster prevention and rescue regulations, and
            to implement various disaster prevention and rescue work if we are to reduce the impact of disasters when
            they occur.
