                      If Everyone Learns to Use a PAD,
                      Everyone Can Be a Lifesaving Hero

           緊      急醫療救護法於 101 年 12 月 25 日修正,並於 102 年 1 月 16 日公布,其增訂第 14 條之 1(公
                  共場所緊急救護設備之設置):「中央衛生主管機關公告之公共場所,應置有自動體外心臟
           電擊去顫器或其他必要之緊急救護設備。」又增訂第 14 條之 2(緊急避難免責之規定):「救護人

           員以外之人,為免除他人生命之急迫危險,使用緊急救護設備或施予急救措施者,適用民法、刑法緊
           急避難免責之規定。救護人員於非值勤期間,前項規定亦適用之。」此法自修正施行後,中央衛生主
           管機關公告的公共場所開始普遍設置自動體外心臟電擊去顫器(Automated External Defibrillator,以下

           簡稱 AED),目的在於有設置 AED 的公共場所,當有 OHCA(Out-of-Hospital Cardiac Arrest 到院前心跳
           停止 ) 患者狀況發生時,可以有旁觀者協助患者胸外按壓,並有人設法取得公眾 AED 後為患者施作,
           即時拯救患者生命。


           The Emergency Medical Services Act was amended on December 25, 2012 and promulgated on 16 January 2013.
           Article 14, clause 1 (On the Installation of Emergency Medical Equipment in Public Places) was amended and
           expanded: "Automated External Defibrillators and other necessary emergency medical equipment must be installed in
           public places designated by the central health administration." Also amended and expanded was Article 14, clause 2
           (Regulation on Emergency Necessity Responsibility Exemptions): "In order to prevent endangering the lives of others,
           regulations in civil and criminal law governing emergency necessity responsibility exemptions shall be applied to those
           other than Emergency Medical Technicians who use emergency medical equipment or provide first aid. This regulation
           also applies to off-duty Emergency Medical Technicians." Since this law came into effect, public places designated by
           the central health administration have begun to install Automated External Defibrillators (AEDs), so that when Out-of-
           Hospital Cardiac Arrests occur in public places, bystanders can use the AED to provide life-saving assistance.
