設備認可推動成效

The Effects of Fire Safety Equipment Approval

一、前言

為確保消防類產品出廠前的功能與品質，內政部依消防機具器材及設備認可作業要點規定，自
民國 90 年 4 月 1 日起陸續公告密閉式撒水頭等品目實施型式認可及個別認可，經內政部認可合格

者，即發給認可標示，並附加於產品本體上，供消費者辨識。為精進認可業務並與國際先進國家檢
測做法接軌，採彈性開放專業機構投入檢驗業務做法，經總統 100 年 12 月 21 日以華總一義字第
10000283821 號令修正發布消防法第 12 條，授權內政部登入的機構辦理消防機具器材及設備認可作

業，訂定消防機具器材及設備認可登入機構管理辦法管理登入機構，以有效管理原則，充分運用民間
資源，落實「民間能做的，政府不做」及「小而美小而能」精簡政府人力及組織再造的政策目標。

In order to guarantee the quality and functionality of fire safety equipment at the manufacturing stage, in accordance
with the "Operational Regulations on Approved Fire Safety Equipment," the Ministry of the Interior has since April
1, 2001, published lists of approved airtight sprinkler nozzles, engaged qualified professionals at the Ministry of the
Interior, issued approval marks and affixed them to the products for consumer identification purposes. In order to
improve the approval system and bring it into line with the inspection standards of advanced nations, the Ministry of
the Interior has allowed professional organizations to participate in inspections. On 21 December, 2011, the Presidential
Order of ROC President 1-Yi No. 10000283821 amended Article 12 of the Fire Services Act, authorizing organizations
registered with the Ministry of the Interior to handle the approval of fire safety equipment. By using effective
management principles to amply utilize private resources, this amendment achieved the policy objectives of "what the
private sector can do, the government doesn't do" and "small and beautiful, small and capable" government downsizing.
