103 年水域事故救援統計分析
「溪河」及「海邊」最易溺水

壹、前言
我國係地處亞熱帶氣候區，每當季節進入「夏」、「秋」二季時，氣候往往酷熱難耐，又因四面環海且
境內溪河眾多，多數民眾喜好從事各類水上活動以消除惱人的暑氣，「戲水」活動成為「夏」、「秋」兩季
民眾戶外活動的熱門首選，若逢 7、8 月各級學校放暑假期間，莘莘學子轉往河川、溪流或湖海等水域戲
水的機會遽增，無視禁止戲水活動等的警告標示牌，就在「不小心」、「忽視警告禁制標語」及「缺乏正確
戲水觀念」、「忽略水流潮汐變化及隱藏暗流」、「未能注意體能狀態是否足以負荷水域環境變化」……
等情況下，溺水意外事件頻傳。
Taiwan is sub-tropical/tropical so every summer and autumn the weather is often oppressively hot. As an
island, it is surrounded by sea and has many rivers. Many people like to engage in water based activities to
cool down, and “playing in the water” is the most popular activity when the weather is hot in summer and
autumn. In the school summer vacation in July and August many pupils/students of all level of school go
to rivers, creeks, lakes or the seashore to play. With warning signs prohibiting playing in the water often
ignored, accidents frequently occur due ignoring of warnings signs, lack of correct idea of how to play in
water, overlooking of the danger of current and tide changes or hidden currents, and people not paying
attention to whether their physical capability is enough to cope with water environment changes etc.
經統計歷年各級消防機關執行救溺勤務數
據，其中溺水事故發生地點每年皆以「溪河」及「海
邊」佔最多數，舉 103 年為例，其中「溪河」溺水人
數 267人（佔全年溺水人數 39.9%），「海邊」溺水
人數 179 人（佔全年溺水人數 26.8%），兩者合計
達 446 人，已佔全年溺水案件 669 人的 66.7%，統
計結果顯示，「溪河」及「海邊」是民眾在炎夏期間，
戶外活動熱門首選。
