ccParticipants to emergency rescue work come from all walks of life. Basic competencies
and training for each level are not exactly the same. It is important for emergency
management education and training institutes to offer suitable training courses to meet its
need. This study cited training courses from Emergency Management Institute, Emergency
Planning College, and Australian Emergency Management Institute as references then
cross-examined with regulations, work needs, and present status here in Taiwan. Analysis
was made according to training objectives, competencies levels, and target personnel on
a basis of four groups to construct courses for government agency personnel and heads
of each administration, military officers and military troops, and others. This study hoped
to gradually complete the disaster management education and training in Taiwan that has
been inadequate for years through systematic professional training.
