火警案探討

Discussion for a Fire Accident Happening at a Hospital-Affiliated
Nursing Institution

醫療院所發生火警案不僅造成重大人命傷亡，亦造成嚴重損失，畢竟醫療院所中所
收容者乃罹患疾病前往就醫民眾，或正處於醫療狀態之病患，一旦發生火警，其恐慌程
度不言而喻；近來有本市醫院附設護理之家（以下簡稱護理之家）發生火警案，因而造
成嚴重傷亡，正因其所收容之院民皆屬於長期照護之重症病患，火警發生無法進行自主

避難，甚至僅能依賴輪椅及推床才能移動者，當火警案於夜半發生，其傷亡嚴重程度，
自是難以想像。以下僅就本件護理之家火警案起火原因調查後之探討，做為日後防範類
似火災案例之參考。
A fire accident happening at a hospital or a nursing institution would result in not only serious
casualties but property damages. After all, patients staying at a hospital or a nursing institution
are people who are ill or are being treated. Should a fire accident happen, their panic is no doubt
beyond description. Recently, a fire accident occurred at a municipal hospital-affiliated nursing
institution and led to serious casualties because all patients are critically ill patients in need of
long-term care and they couldn’t move for shelter themselves-some even need wheelchairs
or rollaway beds to help them move. That was why the fire accident led to serious casualties.
As follows is the discussion after the investigation about what triggered the fire accident at the
nursing institution was completed for reference to prevent similar fire accident from happening
in the future.
壹、火災概要 （三） 內部各診間、病房、辦公室、會議室

等，主要以磚造實心牆或防火（蔗）
一、發生時間：凌晨3時29分。
板隔間。天花板以輕鋼架矽酸鈣板裝

三、傷亡人數：死13人，傷59人。
