桃園縣屬於工商大縣，縣內工廠林立，主要之工業區有龜山工業區、中壢工業區、幼獅工業

區、大園工業區、觀音工業區及平鎮工業區等，各工業區內工廠之規模、種類及性質均不相同。工
廠之基本硬體要件不外乎員工、機器設備及原物料，軟體部分則為標準作業流程、管理及訓練，工
作中員工之操作、機臺之運轉及原物料之添加都可能產生工安事故，小則降低產品良率，影響生產
流程，甚至引發火災、爆炸之災害，造成設備損壞、環境汙染、經濟損失及人命傷亡。本案以丙酮
洩漏工安事故肇災案例分析研究，除了宣導工廠防範火災、爆炸發生外，更提倡工廠應改善、強化

製程中危機應變能力，以減少人命、財產損失。
Taoyuan County has well-developed industries and businesses, with many factories in
such chief industrial parks as Guishan Industrial Park, Chungli Industrial Park, Youshi Industrial
Park, Dayuan Industrial Park, Guanyin Industrial Park and Pingzhen Industrial Park. Factories
in each industrial park differ in their scale and kinds of business. The basic hardware of a factory

includes its employees, machines or equipment and raw materials; while the software includes
standard operating procedure (SOP), management and training. Workers operating machines,
machines running or raw materials adding could result in industrial accidents. The minor might
reduce the defect-free rate or influence the production process while a serious one could trigger

a fire, even an explosion, leading to the equipment damage, the environmental pollution, the
economic loss or the casualties. This case study focuses on industrial accidents caused by
acetone leakage to call for factories to prevent fires or explosion from happening as well as
remind factories of improving crisis management abilities in the production process to reduce

the loss of lives and property.
