臺北市在經歷了京華城、草山行館及白雪大旅社等重大火災案件後，民眾自我權益意識

漸漸抬頭，人民對於政府消防機關的要求，除了發生火災時應有的有效火災搶救以降低災害

損失及減少人員傷亡外，對於事後的火災原因調查鑑定結果亦非常重視。由於火災原因結果
可能影響後續民事賠償責任或刑罰年限，因此對火災調查鑑定之公信力與正確性的要求與日

俱增。

After such large-scale fire accidents as Living Mall, Caoshan
Presidential Resort and Snow Hotel happened in Taipei City, people
gradually noticed and put more emphases on their own rights. Their
requirements to fire bureau of different city and county governments
include not only effective rescuing to reduce damage of victims and
properties caused by the fire accidents, but also the investigation of the
cause of the fire accidents. Because the cause of the fire accidents could be

an important factor influencing the amount of compensation money or the
crime vindication to those who were found guilty of causing the fire, the
requirements for the accountability and accuracy for fire investigation are
growing day by day.
