Evacuation Placement Operations System Overview

近年來全球環境氣候造成災害型態改變，大規模災區
民眾撤離未來可能成為無法避免之常態，屏東縣政府擷取

過去救災經驗特別委由消防局及電腦廠商研擬設計1套民眾

疏散安置作業系統，在災時執行民眾撤離，除可掌握疏散

安置名冊及收容安置情形以供指揮官決策參考外，還可供
民眾查詢親友安置處所，避免救災電話線路佔線及耗費人

力協尋安置民眾，進而影響災情通報等情事發生。

Global climate change has precipitated numerous

disasters in recent years, and when facing such mass
disasters, the populace must become accustomed to
unavoidable or even commonplace mass evacuations in the
future. Pingtung County authorities, considering prior rescue

effort experiences, have assigned the Fire Department and
computer programming experts to design a public evacuation
operations system, to aid in smoothly conducting future
disaster mass evacuation operations, if needed.Besides

providing database controls for evacuee lists and relocation
status for rescue commanders decision-making support, the
system will provide the populace with a convenient means of
searching for friends and relatives locations, avoiding busy

signals to disaster response hotlines and efficiently assisting
the public with location searches, which would otherwise
disrupt priority disaster response requirements reportage and
related efforts.
