Located in subtropical zone, Taiwan is surrounded by mountains and sea, and lies in Western
Pacific Hurricane Zone as well as the Circum-Pacific Seismic Zone, where the natural disasters,
such as typhoons, torrential rains, earthquakes etc., occur so frequently that people’s lives and
properties are seriously threatened. Despite the continuous development and progress of modern
technology, the destructiveness and unpredictability of natural disasters remain high. Among
the three major tasks of fire institutions, the demand for firefighting and ambulance services has
continued to grow year by year. Therefore, Rescue Command Centers responsible for accepting
the cases and dispatching rescue forces at the first moment do play a significant role. In addition,
the duty personnel have to cope with negative emotions and pressures from case reporters, so
