The Current State and Future Prospects of the Fire Safety Management System

壹、前言

近年國內火災預防措施已呈現具體成效，主要可概分為「防火管理」、「消防安全設備檢修申

報」、「防焰制度」及「防火宣導」等四大項，其中「防火管理」可視為火災預防的基礎，以防制火
災為主。任何場所皆有發生火災的危險，平時若能做好火源管理，落實火災預防管理組織，並妥善規

劃災害應變管理組織，強化全體員工教育訓練，就能有效降低火災發生，火災縱使發生，也能將災害
損失降至最低程度，以建立「自主防災機制」為主，達到「自己財產、自己保護」的目標。惟有將此
觀念深化至民眾的認知中，及讓公共場所管理權人瞭解其義務及重要性，防火管理制度方能發揮實質
成效及全民消防的目標。

自 85 年消防法修正導入以來，執行迄今逾 10 年，近年來依法應執行防火管理場所的建築物，
已建立防火管理人或是消防防護計畫制度，平均達 95％以上，顯示此一制度已達成熟穩定階段，現
回顧防火管理制度的精神及執行經驗，並就未來推動深化防火管理人訓練與消防機關積極輔導方向，

先集思廣益，俟後續召開相關會議時，得順遂凝聚共識，有效訂定相關措施，提供大眾更為完善的公
共安全環境。

In recent years, fire safety measures have produced concrete results. These results can be divided into four main
sections: fire safety management, fire safety equipment inspection and reporting, flame proofing systems, and fire
safety information. Fire safety management is the foundation of fire prevention. Given that the danger of fire exists
in every place, it aims to manage the source of the fire, implement the fire prevention management group, plan for a
disaster contingency management group, improve the education and training of personnel, reduce the number of fires
and minimize losses when fires do occur, establish "independent disaster precaution mechanisms", and helping people
protect themselves and their property. Only by deepening and reinforcing these ideas among citizens, and making
administrators of public places understand their duties, can the fire safety management system bring achieve the goal of
fire safety for all.
