前言及緣起
我國災害防救體系依災害防救法規定，區分為「中央」、「直轄市、縣 ( 市 )」及「鄉 ( 鎮、市、區 )」
三層級災防體系，欲使全國災害防救能力整合提升，減輕災害威脅並保障社會發展安全，不僅要由法制
面著手，亦有必要提供相關協助，以扶植地方政府具有基本的防救作業能力與素養，方能令其持續各面
向災害防救工作的自我提升，也才可能達成前述願景。然而全國有 22 個直轄市、縣（市），合計 368
個鄉（鎮、市、區），要以有限的時間與經費，以及當前各方面既有技術、經驗與人力的限制，同時協
助全國各地方政府提升或補強災害防救工作，並整合成一體運作順暢，恐不易於短期內實現。
According to Disaster Prevention and Protection Act , Taiwan’s disaster prevention and protection system is divided
into three tiers: central level, special municipality,county (city) and township (township, city, district).To integrate and
upgrade national disaster prevention and relief capability, as well as to reduce the threat of disasters and ensure the
development and safety of society, not only revise regulations, but also support local government with fundemental
disaster prevention and rescue capability and self-improvement to reach aforementioned vision. As Taiwan has 22
special municipalities and counties (cities) and 368 townships (township, city district);with limited time and budget
and restriction of current technology, experience and human resources,It’s difficult for central government to help local
governments strengthen disaster prevention and protection ,as well as to integrate the entire disaster prevention and
protection system in the short period.
