              Current Status and Future Prospects for Approval Registration and
              Implementation of Firefighting machinery and Equipment

               Facing an abundance of firefighting machinery and equipment, but a limited amount
            of manpower and resources, a lack of relevant budget for equipment inspections,
            and an absence of professional civilian organizations able to provide comprehensive
            equipment inspections, National Fire Agency issued Ministry of the Interior (89)
            Order No. 8987204, “Approval Operating Guidelines for Firefighting Machinery and

            Equipment"on November 30, 2000 to encourage private organizations to set up their
            own quality control testing equipment and achieve self-management of product quality.
            Those notified that they should seek approval through the announcement of firefighting
            machinery and equipment regulations should implement both type and individual
            certifications. Those who receive approval would be issued certification labels that can be
            attached to products, serving as an effective method for managing the quality of firefighting
            machinery and equipment. To push for the implementation of fire equipment approval
            operations, the National Fire Agency established a mechanism to commission professional
            testing organizations in 2011. According to the Administrative Procedure Act and other

            such regulations, this mechanism adopts a public selection procedure not limited to special
            qualifications. Institutes deemed to hold adequate professional and technical capacities
            are then commissioned to handle certification procedures. This integration of industrial
            technologies, academic research capacities, and official law enforcement experience helps
            promote the fire equipment inspection and accreditation system, as well as ensures the
            quality and functioning of fire machinery and equipment.
