               A Feasibility Study on Localizing the Fire Safety Management
               Mechanisms Employed by the U.S. City of Phoenix Fire Department

                  本 實 驗 係 於 新 北 市 政 府 消 防 局 所 做 之 實 證 性 研 究(Empirical
               study),目的在探討美國鳳凰城消防局火場安全管理機制適用於新北市

               政府消防局之可行性評估,尋找本土化過程可能遭遇之問題以及解決方
               案,本研究透過實證研究之方法,判別消防人員實施火場安全管理機制

               時可能遭遇之問題;一般而言,消防機關已有固定之火場安全管理模式,
               然而長久以來,各消防機關大多擷取國外部分制度或執行要領,加以實

               行火場安全管理,鮮少以實證研究方法,探討火場安全管理機制整體運
               作之問題,以及實際執行之困難,故筆者期望透過本文之探討與分析,

               使現行消防機關對於火場安全管理機制之建構及落實,能有參酌之方向,
               重新喚起火場安全管理之重視,減少悲劇發生。


                  This experiment serves as an empirical study for the Fire Department of New
               Taipei City Government.  The objective of the study is to present a feasibility
               assessment for New Taipei City´s implementation offire safety management
               mechanisms employed by the U.S. City of Phoenix Fire Department. It seeks to
               identify the problems and solutions that may be encountered in the process of
               localization. Through empirical research, this study determines problems that

               firefighters may face while implementing fire safety management mechanisms.
               Generally speaking, a fire department should already have a fixed fire safety
               management model in place. However, since a long time ago, fire departments
               have been assimilating elements and methods from foreign systems essential
               to fire safety management. There are few empirical studies that explore the
               operational issues related to fire safety management mechanisms, as well as the
               practical difficulties of their implementation. Thus, through the analyses and

               exploration conducted for this paper, the author hopes to provide existing fire
               departments with a clear direction for the construction and implementation of
               fire safety management systems, while rekindling attention to the subject in the
               interest of reducing tragedies.
