Dazzlingly beautiful fireworks bursting in the air is one of the
most eagerly anticipated sights on a summer night. However,
an examination unit seeks something precisely opposite from
the general public. Stunning and marvelous fireworks are not
necessarily what we need. Instead, proper venue planning, a
safety distance from the audience, and the safety measures
at the scene are what examiners from competent authorities
need to focus. Thus, how can we strike a balance between the
two opposing sides? How can we make the events exciting,
dazzling, and in line with the requirements of the organizers?
Furthermore, how can we protect the safety of everyone at
a site? These questions serve as challenges to our sense of
wisdom.

To facilitate the bidding procedures of applicants and enable
examiners of local authorities to speed up their examinations,
the National Fire Agency has designed a“Professional
Fireworks Casting Application Example＂ in accordance with
all relevant provisions of the law. In addition to proceeding
from a legal basis to illustrating relevant provisions, this
paper also explains the relevant key points of an application.
Hopefully, this will give the examiners of professional fireworks
events a better understanding of all relevant provisions, while
expediting promotion and processing.

一、法令依據： 文件資料的內容依照「爆竹煙火管理條例施
行細則」第 7 條規定，包含下列項目：
考量專業爆竹煙火產品的設計，係供專
（一）負責人國民身分證影本。
業人士使用，而且必須使用專業器材，以及
（二）製造或輸入者登記或立案證書影本。
事先規劃，所以在爆竹煙火管理法規體系的
（三）施放清冊：應記載施放之日期、時間、
設計上，要求專業爆竹煙火的施放，必須由
地點及專業爆竹煙火名稱、數量、規
專業人員施放，而且原則上要事先申請。依

據「爆竹煙火管理條例」第 16條第1項規定：
