               ccIn August 2009, a typhoon named Morakot originally predicted to help relieve the
               drought by the Central Weather Bureau, unexpectedly produced 2,855 millimeter rainfall
               and wrought catastrophic damage in Taiwan. It created a serious impact not only to

               people§s life but also to Taiwan§s ability as a whole to perform a large-scale disaster
               rescue. After the disaster, various levels of government and people were found to lack the
               knowledge to execute the evacuation procedure. Therefore, in order to cope with future
               disasters that might become stronger and more frequent, to make government employees

               at various levels of government and people be familiar with the evacuation procedure will
               become top priority. Besides, evacuation procedure in the disaster management will be
               upgraded as ¨preventive evacuation procedure© to reduce the damage/casualties and
               loss caused by the disaster by means of strengthening education for rescue staff and

               making the general be aware of the disaster prevention knowledge. Besides, after the
               disaster, some disaster shelters in some counties/cities were found poor-equipped, and
