Dazzling fireworks and colorful firecrackers are a common sight during folk
festivals, New Year countdown parties, and national celebrations. In particular,
these festive pyrotechnics are commonly used in activities such as folk festival
celebrations and temple fairs to liven up the atmosphere, for many believe that
the more fireworks one sets off, the better their fortune in the new year. However,
fireworks and firecrackers contain gunpowder, making them inherently
dangerous. Hence, the public should be mindful of safety issues and abide by the
relevant laws and regulations when purchasing and setting off fireworks and
firecrackers. The Firework and Firecracker Management Act was introduced
on December 24, 2003, to safeguard the lives and property of the public.
Subsequently, further regulations regarding the import, safety precautions,
inspections, and usage of fireworks and firecrackers have been enacted. Thanks
to these regulations, the management of fireworks and firecrackers has improved
and pyrotechnics-related accidents reduced over the years. This article provides
an overview of the import policy, classification, and approval system pertaining
to fireworks and firecrackers, as well as pyrotechnics-related accidents that took
place over the last 5 years, and also public education efforts on the safe use of
pyrotechnics. The National Fire Agency hopes that the lives and property of the
public can be protected during periods of festive joy.
