In the past five years, 21 firefighters have died when they were on duty.
According to the Chin Poon Industrial Company Fire Investigation Report
of the Control Yuan, one of the critical causes of death is communication
difficulties. The Fire Department in question conducted testing after the
tragic event and pointed out that the possible reasons might be blocked
communication channels, on-site environment, the locations where internal
firefighters sent signals, and radio communication usage. According to
the Letter NFA Rescue Character 10906002031 dated June 22 2020 by the
National Fire Agency (NFA) of the Ministry of the Interior (MOI), the sixth
concluding point in the Teaching Material Meeting minutes of the Basic
Operating Model for Fire Rescue Command System states, “… the walkie-
talkie won’t be able to send or receive signals when the temperature is above
60℃ . Field staff should be informed that they must not stay in places with
heat and hot smoke for too long as the high temperature will gradually
transfer into a walkie-talkie in the form of conduction and radiation. Then,
the device won’t be working anymore.”
