Article 15, Paragraph 1 of the Fire Services Act says, “Public hazardous
substances and flammable pressurized gases are required to be safely
transported according to their containers, as well as loading and
transporting methods. Should the amount reach the controlled standard,
the said substances and gases must be safely stored or processed
in the places for manufacturing, storage, or processing.” To achieve
safety management, the Establishment Standard and Safety Control
Regulation for Manufacturing, Storing, Processing Public Hazardous
Substances and Flammable Pressurized Gases Places was stipulated
with authorization. Harbor Fire Brigades of the National Fire Agency
(NFA) and Fire Departments of all municipalities and counties/cities
have filed fire investigations from 2009 to 2020. These reports will be
analyzed and commented on to better understand how safety management
is implemented in places where public hazardous materials are stored.
The data can also serve as a reference when amending relevant laws and
regulations, when developing disaster relief and prevention responsive
strategies, and when training security supervisors.
