            Fire management sites should formulate fire prevention plans regularly, arrange self-
            defense firefighting teams and launch fire drills once every six months that include
            firefighting, fire notification and evacuation. As these skills and knowledge often take
            a lot of time before one can master them, fire drills gradually become regular routines.
            However, this often affects the operation of fire management sites. How to minimize

            To that end, the amendment to the assessment of self-defense firefighting teams’ fire
            response skills has allowed more time for plan making before assessment. It is hoped
            that site owners will invite fire managers, members of self-defense firefighting teams, and
            other firefighting agencies to work together on the plan. Plus, simulation is believed to be
            a practical method for establishing details on a drill as well as forming a team consensus.






             何謂兵棋推演？                                         Exercise, TTX）。現今則廣泛運用於各領域，
                                                             消防方面可用於防火管理、火災搶救、天然災
                 兵棋推演為一種利用桌上及紙上作業模擬
                                                             害搶救。日本更運用兵棋推演實施火災應變模
            災害情境，藉此訓練應變人員面對各種情境提

                                                             擬演練，尤其以收容避難弱者場所 為多，此
            升判斷能力及應變效率之教育工具，兵棋推演
                                                             類場所之住民多無法自主行動，不方便參與避
            一方面能確保員工對於災害應變要領之熟悉度；
                                                             難疏散演練，故以兵棋推演方式解決此問題；
            另一方面亦能供防火管理場所檢視其消防防護
                                                             美國 FEMA 及新加坡則以兵棋推演模擬各場所
            計畫之合理性與可行性，從而強化防火管理應

            變作為。相較於傳統演練模式，兵棋推演基於
                                                             抵達現場前，場所人員之應變行動流程。由此
            「執行時不受環境、時間及空間限制」、「以
                                                             可知，於各種應變、演練前使用兵棋推演，是
            平面圖進行」、「所有參與人員能以較全面視
                                                             訓練該場所人員緊急狀況判斷能力很好的方法
            角觀察進而執行應變作為」、「得以節省應變
                                                             之一。

            被廣為運用。                                            執行兵棋推演實例
                                                                 內政部消防署於 109 年 5 月，實施該年度
                 兵棋推演過程中容許參與人員嘗試任何的
                                                             上半年之自衛消防編組演練，邀集各樓層自衛
            決定，執行現場應變時，時常沒有絕對正確或絕
                                                             消防編組成員共同參加。此次演練不同於以往，
            對錯誤決定，透過兵棋推演能讓參與人員多方嘗
                                                             除了實際演練外，更增加了演練前之兵棋推演。
            試，彼此激盪討論，找出最合適且合理的應變作
                                                             事前由業務單位設定並針對各樓層火災風險較
            為。情境設定得以千變萬化，設定各種可能發生
                                                             高的區域（機房、茶水間等）為起火點，擬定
            情境，進而推演出不同應變模式，降低災害真實
                                                             腳本後由各編組成員實際推演，執行方式為放
            發生時之緊張及焦慮，提升應變能力。
