            virtual communities and information volunteers to collect disaster prevention & relief information, and
            provide online disaster reporting mechanism, alleviating the congestion of reporting hotline when large-
            scale disasters occur. The plan also focuses on implementation of disaster prevention & relief by means
            of mobile technology, which significantly enhances onsite information collection and positioning. See
