Since there are no icy alpines in the mountainous regions of
Taiwan, there are a low number of obstacles to navigate. In
turn, this has led to the notion of“everyone can explore the
mountains＂. However, in doing so, people often neglect their
levels of safety. Mountain climbers often overlook the subtleties
of nature, the climate, and other factors. They climb alone,
stray from their team, or get separated from their guide. If
they become disorientated, and have failed to bring any type
of rescue equipment, then their lives are dangerously at risk.

The authorities administering the mountains of Taiwan
are the Forestry Bureaus, police agencies, and national park
authorities. Mountain rescue operations involve a high-level
of specialization and danger.As a result, rescues would achieve
optimal effectiveness through the use of local units and their
knowledge of the local terrain. They should assess and launch
the rescue operation first before integrating any subsequent
resources from other authorities.In this way, the optimal
effectiveness of a search and rescue operation can be achieved.

貳、山域管理 ( 制 ) 機關權責分工及相關法令
目前國內山域管理（制）單位有內政部營建署、內政部警政署及行政院農業委員會林務局等，

民眾聘用登山嚮導之授證及大專院校山野安全教育屬教育部（體育署）權責，爰整理各單位相關規
定及職掌事項，提出探討。
