            The National Fire Agency Promotes Hazardous Materials Disaster
            Rescue Capabilities: Implementation Effectiveness and Future

               考量國內各消防機關對於危害物質災害搶救能力,不論在應變處理上所需專業人才的培訓
            或搶救裝備上的普及化,均仍嫌不足,實在難以應付各地區迫切的危害物質災害搶救所需,

            故為使危害物質災害事件所引起之人命傷亡,財產損失降至最低,並強化消防人員對於危害
            物質災害搶救能力,內政部消防署近年來陸續訂頒各項執行政策規劃,以提升消防單位因應
            危害物質災害之搶救能力。



               Looking at the hazardous materials disaster rescue capabilities of national
            fire authorities, it is clear that the level of professional training for response
            management and the widespread use of rescue equipment is still inadequate.
            It is difficult to meet the urgent needs of hazardous materials disaster rescue

            efforts for various regions. And so, to minimize the amount of casualties and
            property damage caused by hazardous materials disasters, and to strengthen
            the rescue capabilities of firefighters, the National Fire Agency of the Ministry

            of the Interior has successfully drafted various items for policy planning in
            recent years. This serves to enhance the fire department´s level of response to
            hazardous materials disasters.




                 由於社會進步及工業發展,各類危害物
            質於製造、運送、儲存、販賣、使用等各種場

            合,不斷發生意外事故,造成大量人命傷亡及
            財產損失。危害物質災害事故已無可避免,而
            危害物質發生事故時,常伴隨著猛烈爆炸、毒

            物瀰漫或災區廣大等特性(如圖1),對於第
            一線執行災害搶救之消防人員而言,如無充實
            之裝備防護,將造成無可挽回之傷害。且未來
