The recent earthquakes at Guanshan and Chishang Townships, both located
in Taitung County, measured 6.4 and 6.8 on the Richter Scale respectively.
The two earthquakes left a trail of destruction, leaving in their wake 1 death,
171 injuries, and the destruction of numerous buildings and bridges. The
Taiwanese society is concerned about the strengthening of measures to protect
people during earthquakes, as well as other measures pertaining to disaster

prevention and management. In particular, special attention needs to be paid
to large-scale buildings that see high traffic every day, especially in terms of
how to effectively evacuate and guide people out of the buildings and how to
reduce casualties during an earthquake. As such, the importance of disaster
prevention and management measures in large buildings cannot be overstated.
NFA places utmost priority on the minimization of casualty numbers during
an earthquake. In this vein, NFA amended the Guidelines for the Enhancement
of Fire Prevention and Management Systems (hereinafter referred to as the
"Guidelines") on September 27, 2022. The purpose of the amendment was
