Incident Commanders are responsible for the success or failure
of disaster rescue operations. They make judgment calls based
on three strategic principles, namely, in order of importance,
upholding safety (including the well-being of firefighters),
stabilizing the scene, and safeguarding property. As such, they are
required to both adopt a big-picture view of the entire situation at
the same time that they manage all passive and active resources,
including the water sources available, sizes of buildings affected,
hazards to life and safety, development of the fire, firefighting
humanpower, firefighting equipment, risk of architectural collapse,
weather and wind direction, firefighting facilities, etc. Only then
can they soundly assess the situation and issue strategic commands
for actions such as firefighting and rescue, perimeter protection,
and ventilation, among others. The pressure faced by Incident
Commanders racing against time is undoubtedly tremendous.
