The Kyoto City Fire Department published a set of guidelines titled
How to Protect Yourself From Fire on March 17, 2020. The guidelines
were established after the arson attack on Kyoto Animation’s Studio
How to Protect Yourself From Fire
1 on July 18, 2019, which resulted in heavy casualties and shocked the
world. After a long period of review, the Kyoto City Fire Department
formulated a set of evacuation guidelines that draws primarily from
survivor accounts. The evacuation patterns of 70 victims, including 36
deceased and 34 injured individuals, were also analyzed. The results
of the investigation have culminated in “7 Principles and 11 Insights
for Evacuation,” which comprises a range of recommendations and
reminders in the event of a disaster.
