-住宅火災樣態分析與因應對策-

A New Promotion Campaign on Residential Fire Protection to Ensure Family’s Safety—
Analyses of the Fire and Its Improvement Plan

前言

統計 97 年至 106 年 10 年間顯示，建築物火災中住宅 ( 包含獨立住宅及集合住宅 ) 火災之
發 生比 例 較高 ( 近 7 成 )， 且為 賡 續 推動 內 政部 102 年 8 月 20 日函 頒 修正 之「 住宅 防 火對 策

執行計畫」，經內政部邀集各中央相關部會、地方政府、民間協力機構及專家學者等召開 2 次
研商會議，凝聚共識，於 107 年 4 月 20 日函頒「住宅防火對策 2.0」，就提升家用電器設備
等安全、建構不易起火及易於避難之居住環境、普及住宅用消防設備等面向強化住宅防火作

為，並整合跨部會相關單位共同執行，全方位強化住宅安全，多面向推動住警器；內政部消防
署依「住宅防火對策 2.0」於各年度函頒「內政部消防署住宅防火對策 2.0 執行計畫」，強化
宣導提升民眾住宅防火意識、推動住警器安裝率及降低人命傷亡，並就全國住宅火災發生趨
勢、原因及策進作為，發布住宅火災年度統計分析報告，滾動式調整各推動事項及執行內容。

為深入瞭解住宅火災問題根源，將針對 109 年住宅火災統計資料進行分析並交叉比對，瞭解住宅
防火對策執行對火災趨勢之影響，找出推動作為中不足部分，對症下藥，期望降低住宅火災死亡件數，

以達逐年減少住宅火災死亡人數之總體目標，並提供各縣市作為各項住宅防火措施之參考。

According to statistics from 2008 to 2017, the proportion of fires occurring in
residential buildings (including single-detached houses and collective houses) is as
high as about 70%. Therefore, the Ministry of the Interior formulated a fire safety plan
for residential buildings on August 20, 2013, and invited relevant central ministries,
local governments, non-governmental cooperative organizations, experts and
scholars to participate in two seminars so as to build consensus. On April 20, 2018, an
advanced fire safety plan was proposed to improve the safety of household appliances
and equipment, construct a fireproof environment that is easy for residents to
evacuate, popularize fire safety equipment at home, improve fire precautions. The
Ministry of the Interior would work with relevant parties to implement these measures
in the hope of achieving a safe living environment.

Meanwhile, the National Fire Agency, Ministry of the Interior would keep promoting
fire safety guidelines, increasing the installation rate of home fire detectors,
reducing casualties, releasing annual reports on residential fires (including the causes
and improvement plan) so as to make timely changes. It would also learn from the
relevant statistics in 2010 to evaluate the effectiveness of the fire safety plans so as
to achieve the overall goal of reducing fires and casualties at residential buildings.
These data would be provided for all the cities and counties as a reference.
