Verification and Analysis of the Crisis Management of Self-guard Fire Protection Group

壹、前言
為落實「消防法」第 13 條及其施行細則第 15 條有關消防防護計畫中自衛消防編組之功能， 建立各類場所管理權人「自己財產，自己保護」之觀念，提供各消防機關指導各類場所管理權人 自我檢視所訂消防防護計畫自衛消防編組之合理性，透過模擬最少人力及最壞情境規劃編組驗證， 驗證時應將自衛消防編組行動流程化，就核算起火等區劃的界限時間，再與實測完成通報、避難 引導、初期滅火及形成區劃等應變行動所需時間相較，驗證自衛消防編組應變能力是否足夠，找 出危險因子及可能改善方案，以計劃(Plan)、實施(Do)、檢查(Check)和處理(Action) 之 PDCA 循環式品質管理方式精進自衛消防編組應變能力，提升防火管理工作以強化各類場所整 體安全性，內政部於 107 年 10 月 26 日訂定發布「自衛消防編組應變能力驗證要點」(以下簡稱 驗證要點)。
In order to implement Article 13 of the Fire Services Act and its Enforcement Rules regarding the function of self-guard fire protection group, the Ministry of the Interior has issued the “Directions for Verification of Crisis Management of Self-guard Fire Protection Group" on October 26, 2018. This is to encourage administrators to protect their properties on their own and push them to verify the rationality of their plans of self-guard fire protection group.
The verification should be done by imagining the worst scenario. With the procedure being formalized, administrators should compare the estimated time with the actual time required for notification, evacuation
