專題報導 專題報導 強化消防人員 古蹟及歷史建築物災害應變能力 Enhance Firefighters’ Ability to Tackle Fires on Historic Sites and Buildings SPECIAL REPORT 壹、緣起 古蹟及歷史建築物因設置消防安全設備條件較脆弱，相較於一般建築物而言，遭受火災的威 脅更加劇烈，應依預防措施檢視其防災功能、強化火災預防自我管理、模擬災害發生時的對應策 略，持續推動強化文化資產及古蹟搶救應變整備作為等，以保障珍貴文化資產安全。 Historic Sites and buildings are much more vulnerable to fires compared to ordinary buildings because the condition of firefighting facilities is not suitable for installment. Therefore, we should evaluate their fire resistance according to the prevention guidelines, improve their fire-prevention self-management, work on the tactics in fire scenario, and continue to sharpen our ability to accommodate changes so that these precious cultural heritages can be kept safe. 近年來國內、外遺址古蹟火災頻傳，國內在 105 年，擁有近 200 年歷史的 3 級古蹟彰化鹿港 鳳山寺付之一炬;106 年擁有 284 年歷史的彰化關帝廟，疑似因隔壁民宅施工，火星掉落釀成大 火，導致文昌殿燒毀。國外則有 108 年 4 月 17 日巴黎聖母院大火，造成尖塔倒塌和部分屋頂塌陷， 震驚全世界;108 年 10 月 31 日凌晨於日本沖繩縣的首里城發生大火，包括正殿、北殿和南殿等 7 棟建築物全部燒毀，經過 11 小時灌救才撲滅火勢。 01 ◆ 圖.文 / 消防月刊編輯室
