I. Background
On February 6, 2018, a catastrophic earthquake of Magnitude 6.2 hit Hualien at 23:50. The
residents of Hualien, who had been in the seismic zone for a long time, were all terrified. Three
buildings in Hualien City collapsed, including Marshal Hotel, Yun-tsui Mansion, and Platinum Twin Stars,
causing 17 deaths and 252 injuries. When the incident occurred, some residents of the three buildings
escaped in panic out, and others were trapped in the collapsed structures to be relieved. A large
number of injured patients were rescued from the sloping buildings, which highlights the importance
of disaster relief vehicles and ambulances being able to arrive at the earliest timing to set up the MCI
ER Examination for further medical evacuation. However, the emergency medical equipment for MCI
is usually complicated and bulky, and it is often impossible to set up the ER Examination promptly. For
that reason, how to lighten the weight of emergency medical equipments for MCI and make the ordinary
ambulances equipped with these equipments will be the direction for further improvement.
