Since September 2015, 193 Member States of the United Nations have adopted 17 agreements of
the “Sustainable Development Goals (SDGs)” in the “2030 Agenda for Sustainable Development”. These
global goals are expected to guide the international community's actions for the next 15 years (2016-
2030), and one of the important strategic aspects in this perspective program is to create a environment of
disaster-resilient and human settlements through actions taken to address the impacts of climate change
and reduce the associated disaster risks. Before the establishment of SDGs were approved, the global
disaster reduction strategy “2015-2030 Sendai Framework for Disaster Risk Reduction (SFDRR)”was
passed in the 3rd United Nations World Conference on Disaster Risk Reduction for the following 15 years.
This framework, not only summarize the international disaster prevention and reduction strategies since
the 1990s, but also include the major disaster prevention and rescue experiences of countries around the
world in recent decades,is regarded as a significant milestone and policy instrument in the development of
global disaster prevention and response strategies.
