In the early days, most of Taiwan’s fire relief systems originated from Japan, including
the fire rescue teams. For example, in 1987, the current Commissioner of New Taipei City
Fire Department, HUANG Te-ching went under orders to Hokkaido, Japan to participate in the
fire rescue team training held by Sapporo City Fire Department. However, there had been no
clear models and standards regarding the establishment of fire rescue teams in Taiwan until
National Fire Agency issued “Guideline on Establishment of Fire Rescue Teams under Fire
Departments in Municipalities, Cities, and Counties” on February 9, 1996, and the regulations
on the establishment of fire rescue teams were put into practice officially.
