                 In late 2017, New Taipei City Fire Department received the invitation from The French Academy
            for Fire, Rescue and Civil Protection Officers. The fire rescue and disaster relief commanding
            expert CHEN Chong-yueh, Deputy Commissioner of New Taipei City Fire Department, was invited
            to visit France with Disaster Rescue Section Sub-division Chief KO Chao-kuan, and Inspector,
            HUANG Jou-hsuan from January 12 to 21, 2018. This is the first time that fire institutions in Taiwan
            had the opportunity to exchange views and opinions with the Academy, and the visiting group was
            received by the principal, General Hervé ENARD. Both sides jointly discussed how to strengthen
            the mechanism for cooperation on fire service between New Taipei City and France in the future,          Work Discussion
            and signed cooperating protocol on January 16, 2018 at 9:00 local time, to launch the exchange
            of fire training and research, as well as relevant strategy, tactics, and combat skills. Furthermore,
            the Emergency Response Command Academy (ERCA) will be established by September 2018
            in New Taipei City, in hopes of enhancing the disaster relief system and the training benefits, and
            improving emergency response and management through the national initiative Virtual Reality
            (VR) Disaster Training. ERCA will accommodate the fire service personnel, from squad leaders to
            commanders, with different training modules and courses, and it will be the Taiwan’s first training
            base for Disaster Relief Commanders to develop and strengthen their professional abilities in
            strategy, tactics, and combat skills. The aim of this visit was to observe the VR training model for
            the commanders which proceed at main campus in Provence and the campus in Paris, and expand
            Taiwan’s international exchange channels. The visit focused on VR disaster tool management
            and application, commander training courses, exchange of experience in crisis management, and
            hydrogen fuel alternative energy strategy, all of which had broadened Taiwan’s international vision
            on fire service. The Academy received the delegation with high-standard courtesy and raised our
            national flag on the campus, allowing the "Blue Sky, White Sun, and a Wholly Red Earth" flag to fly
            freely in France. This is not only a successful visit but also wonderful “fire service diplomacy” that
            contributes to break through Taiwan’s diplomatic dilemma.
