For the sake of traffic and flood safety, embankments are usually constructed on both sides
of the rivers running through the metropolitan area, which provide driveways and a place for
leisure activities as well. If the fall accidents occur in rainy season or flood period when the water
level is high, boats or yachts could be adopted as the rescue tool. However, in low flow season,
the declining water level will make the banks along the river course uneven, and cause the fall
accidents. At this moment, we have to take the terrain, roadways, manpower, and the condition of
the wounded into account, and reconsider other appropriate rescue methods. With regard to the
water rescue cases happening in low flow season, we will introduce several rescue methods which
had been applied in real cases and discuss the differences between them for rescue personnel’s
            reference in the future.
