Whether the users should pay for the mountain rescue operation or not, and
how much to pay, has been a hot topic among mountain hikers in Taiwan recently.
If it is defined as a personal responsibility, is paying the fees equal to being self-
responsible? If it is a nation’s obligatory to protect the citizens’ lives, to what
extent should the government do? In terms of this issue, every country has its own
operation model. Before making the judgment and discussing whether the models
are feasible or not, we will have a look at a country that the mountain hikers dream
about, Nepal, which is in an opposite situation.
